What is a Special District?
Independent special districts are created and funded by a community’s residents to provide new or enhanced local services and infrastructure. Special districts are governed through locally elected or appointed board members and are sanctioned under California Law for the performance of local governmental functions within specified boundaries. When residents and landowners see a need for new services or higher levels of existing services (i.e. water, fire protection, pest abatement, sewage etc...), they can form a district to pay for and administer them. Special districts are often funded by property taxes and/or benefit assessments.
